Keynote Address: Compound Crises: Wicked Problems and the Value of Thinking in Systems

Presented by: Eric Rasmussen, MD, MDM, FACP, CEO, Infinitum Humanitarian Systems, Seattle, Washington

An internal medical physician by training, Dr. Rasmussen earned his undergraduate and medical degrees from Stanford University and a Masters degree in disaster medicine from the UN World Health Organization’s affiliate CEMEC (Centre European pour la Medecin des Catastrophes) in Italy. He was elected a Fellow of the American College of Physicians in 1997 and a Fellow of the Explorer's Club in 2014.

Serving as a US Navy physician for 25 years, his positions included Fleet Surgeon for the US Navy's Third Fleet and Chairman of an academic department of medicine in Seattle. His wartime deployments include Bosnia, Afghanistan, and Iraq. His disaster deployments include the Nepal earthquake in 2015, Supertyphoon Haiyan in the Philippines, Haiti's earthquake, Banda Aceh for the tsunami, Superstorm Sandy in New York, and New Orleans after Hurricane Katrina.

Dr. Rasmussen also holds academic appointments San Diego State University; the International Disaster Academy in Bonn, Germany (BBK, or Bundesamt für Bevölkerungsschutz ind Katastrophenhilfe); the Institute for Disaster Preparedness at Tsinghua University in Beijing, China; and Singularity University within the NASA Ames Research Center. He also serves as Permanent Advisor to the UN Secretary-General’s High Level Expert Panel on Water Disasters, and is a member of the US National Academy of Science’s Committee on Grand Challenges in Global Development. He also currently leads the Global Disaster Response Team for the Roddenberry Foundation.

Dr. Rasmussen was previously the Principal Investigator in humanitarian informatics for Defense Advanced Research Projects Agency (DARPA) and the CEO of InSTEDD.

Presented by: Roberta B. Ness, MD, MPH, James W. Rockwell Professor of Public Health and Vice President for Innovation, The University of Texas School of Public Health

Roberta B. Ness, MD, MPH is an internationally prominent expert in innovative thinking. She is author of Innovation Generation, a book describing a systematic method for how anyone can become more innovative, and an accompanying workbook of innovation training exercises, Creativity in the Sciences in addition to other books on creativity. Over the past 3-4 years, she has given over 90 talks and workshops on innovative thinking at America's top universities, science and technology professional societies, and R&D intensive corporations. In this lecture, Dr. Ness takes her pedagogy and applies it to the challenges faced in creating and regulating graduate educational programs. She leaves you with inspiration and ignition to begin to recreate programs for your institution.

An Organizational Case Study for Aligning Efforts: Clinical Quality, MOC Part IV and CME

As an organization that is already heavily involved in quality improvement education (QIE), the recently released QIE Roadmap provides awareness and a foundation to facilitate the development and spread of resources for QIE stakeholders. This interactive session will engage participants to develop awareness and increase competency around QIE, become champions for alignment within their organizations and be able to show the value of the partnership between quality and education. 

This session addresses the "nuts and bolts" of quality improvement education (QIE) within our organization, challenges and opportunities, building bridges between organizational stakeholders and strategies for engaging healthcare professionals in quality or performance improvement activities. 

Participants will leave the session with resources to transform applicable continuing education (CE) to quality focused education that engages interprofessional collaborative practice and can lead to measurable and sustainable reduction in variations of care and improvements in the quality of patient care.

Headwinds and Tailwinds: How do we Navigate the CME/CPD Enterprise for the Future

As our healthcare system grows more complex with a shift from volume-based care to value-based care, the CME/CPD community finds itself in position to help facilitate this transformation. By aligning our goals for improving healthcare through education and training of HCP with some of the basic tenets of the Affordable Care Act, the CME/CPD enterprise has the opportunity and responsibility to realize its collective mission and vision of improving healthcare. Headwinds (challenges) and tailwinds (momentum) are impacting our efforts to drive this transformation. How we manage the headwinds and harness tailwinds for the future will be key to our success. This session focuses on what is working, where members of our community are achieving success, what challenges lay ahead, and what forces are at work that both help and hinder our efforts.

What Other Boards Are Doing About MOC

The physician community relies on the accredited continuing medical education provider to help in part, meet requirements for respective Board(s) maintenance of certification standards (MOC). The American Board of Medical Specialties (ABMS) facilitates collaboration among 24 specialty Member Boards to maintain those standards for physician certification, with an emphasis on professionalism, patient safety, lifelong learning and self-assessment and improvement in practice. There has been much written highlighting concerns about MOC requirements, especially relating to relevance to practice and patient care, burden and lack of alignment with MOC and other physician regulatory and system requirements. The ABMS MOC standards require Member Boards to innovate to continue to improve their MOC processes and address diplomate concerns. In this session we will highlight several areas of innovation happening at the ABMS and Member Board level. We will then engage in a discussion with attendees about how accredited continuing medical education providers are, and can support physicians in meeting their MOC requirements and continuing to evolve MOC.

The Nexus of Quality Improvement and Continuing Education: Leveraging Education to Drive Performance

The healthcare industry is rapidly changing shape with systems and clinicians facing increasing challenges and time constraints. The goal of the program is to provide a baseline level of knowledge of the tools being utilized by healthcare institutions to improve quality. Secondary is to offer insight on the opportunity for CME professionals to form partnerships and get involved in QI projects. CME professionals have experience managing complex programs that involve a diverse team and require timeline management and quick execution. These skills are also essential to the QI team. 

This session will help you evaluate how your unique skill set can fill gaps in the QI team and understand who to seek out to form collaborations. We will review the experience of two different organizations to learn from their approach to using an educational design to address system change. The first will explain the Performance Excellence Education program they have launched from the enterprise’s Operations department. They will outline the steps taken to educate and train an interdisciplinary group of over 100 employees to identify and address process improvement challenges at the front-line level. 

To close the session we will examine the approach of a second organization that has successfully linked CME and QI together. Representatives from the University of Cincinnati’s Center for Continuous Professional Development will share their experience in developing interprofessional improvement teams.

Planning, Tracking and Collaboration: Case Studies in Automating and Streamlining the CME Office

To answer the challenge of doing more with less, employing management software to increase productivity can free staff from some administrative tasks, allowing more time and energy to be spent on higher-level functions. Choosing the right software requires careful consideration of the interdependence of the needs and functions of multiple stakeholders including staff, learners, faculty and supporters. 

Case studies exploring three CME organizations’ journeys toward different levels of automation will offer insights for CME professionals as we navigate the landscape of learner management, project management, and collaboration software.
